Investment message of the Governor of the Samara region

Dear friends, colleagues, partners!
Over the past five years, the investment landscape of the Samara Region has radically changed, and a huge amount of work has been done to improve the conditions for doing business in the region.
A large-scale reform of investment legislation was launched, which made it possible to form a multi-channel system of state support for investments in the region.
Our legal reality has included modern norms that allow us to implement the most complex investment projects: investment memoranda, strategic investment projects, a public-private partnership mechanism, government guarantees, investment tax incentives and much more.
Regional development institutions have been created: a non-profit unitary organization - the Fund "Agency for attracting investments of the Samara region", OJSC "Corporation for the development of the Samara region" and JSC "Guarantee fund of the Samara region" in order to interact with entrepreneurs and provide financial and non-financial support to investors.
The list of categories of investors who receive land plots for lease for the implementation of investment projects without bidding has been expanded. An institute of state supervision of investment projects has been created, the purpose of which is – contribute to the accelerated resolution of legal and technical issues arising from the placement of a new production or modernization of the existing one on the territory of the Samara region.
Measures are being taken to promote investment projects of the Samara region in federal development institutions in order to obtain soft loans and loans.
In addition to expanding opportunities for lending investments, the region has created mechanisms that help to attract investors and develop business. It is like a territory of advanced development, a special economic zone, a network of industrial parks, a technopark in the field of high technologies.
The most important management innovation was the decision to allocate priority sectors for the economy and the introduction of project management methods.
The Samara region has been and remains a multilaterally developing and prosperous region, favorable for the implementation of investment projects. We have come a long way, but we face even more daunting challenges on the long-term development agenda. And we are confident in the successful implementation of the tasks!
