Welcoming address by the Governor of the Samara Region
In the recent years, the investment landscape of the Samara Region has changed dramatically, and a lot of work has been done to improve the business environment in our region.
A large-scale reform of investment legislation was launched, which made it possible to form a multi-channel system of state support for investments in the Samara Region.
Modern legal norms have been included in our legal reality, allowing us to implement the most complex investment projects, such as investment memorandums, strategic investment projects, the public-private partnership mechanism, government guarantees, and investment tax incentives.
We have expanded the list of categories of investors receiving land plots to be rented for the investment projects without bidding. We have created the institution for state supervision of investment projects.
In addition to expanding opportunities for lending investments, mechanisms have been created in the region that help attract investors and develop businesses. These are the priority development territories, a special economic zone, a network of industrial parks, a high technology park.
The most important management innovation was the decision to single out sectors with the highest priority for the economy and introduce project management methods.
The Samara region has been and remains a multilaterally developing and prosperous region, favorable for investment projects.
We have come a long way, but on the long-term development agenda we have even more ambitious goals. And we are sure that we can achieve them!

The Samara Region takes the third place in terms of industrial production per capita among the regions of the Volga Federal District with an average annual growth rate of GRP per capita of 16.25%.
The introduction of advanced IT technologies in medicine, industry, social sphere
On July 31, 2013, the German company Robert Bosch GmbH, a manufacturer of cutting-edge high-tech products signed an investment memorandum with the Government of The Samara Region, on the launch of production of auto parts in the region: steering racks for cars and stability control systems ABS and ESP.
A branch of the world’s leading provider of technologies and components for powertrains in the automotive industry, Federal-MogulPowertrain was founded in 2006 in the Samara Region (Togliatti). The main products of the company are pistons, piston rings and cylinder liners, bearings, gaskets, valves, plugs and valve seats, spark plugs, engine room elements protection. Federal-MogulPowertrain employs more than 37,000 employees worldwide. The company has 90 production sites and 14 technical research and development centers located in 20 countries.
In 1995, Nestlé company, the world’s largest producer of food and beverages, an expert in nutrition and healthy lifestyle, became the majority shareholder in “Confectionery Association “Russia” OJSC. In June 2011, “Confectionery Association “Russia” LLC joined Nestle Russia LLC as a production branch.
Starting from 2013, “SC “Electroshield” – TM Samara” CJSC has been a part of one of the largest multinational corporations Schneider Electric - a global leader in the power and automation management. Schneider Electriс operates successfully in more than 100 countries around the world. The company offers integrated energy efficient solutions for energy and infrastructure, industrial enterprises, civil and residential construction facilities, as well as data centers.
