1. General Provisions
1.1. Current Regulations describe relations in the field of exhibition and presentation activities of Samara Region Government, specify the organizational and legal implementation arrangements of this class of activity, including the procedure of organization and activities of the Exhibition and Presentation Commission under Samara Region Government control.
1.2. The purpose of exhibition and presentation activity of Samara Region Government is to support a stable economical growth, develop external economic and interregional ties, to create a positive image of the region as a stable and reliable partner.
1.3. The main goals of exhibition and presentation activity of Samara Region Government are:
- strategic marketing and promotion of Samara Region on Russian and global level by realization of targeted exhibition and presentation activities;
- encouragement of export development and attraction of foreign investments by taking part in exhibition and presentation activities overseas;
- encouragement of Samara Region participation in exhibition and presentation activities, that satisfy the strategy of social and economic development of Samara region, including the field of high-tech clusters development on the basis of traditional and new specialization branches of the region;
- promotion of infrastructure development of exhibition and presentation activity, including organization of multipurpose exhibition and business centers on Samara Region territory.
1.4. Preferred trends in Samara Region Government in the area of exhibition and presentation activities are the following:
- co-ordination of development of exhibition and presentation activities in Samara Region;
- encouragement of exhibition and presentation activities in Samara Region by implementation of state support of this type of activity;
- assistance in organization of physical infrastructure of exhibition and presentation activity in Samara region.
1.5. Exhibition and presentation activity of Samara Region Government is scheduled and is implemented by developing and implementing of annual and quarterly schedules of exhibition and presentation activities of Samara Region Government.
1.6. In order to create relevant annual and quarterly schedules, the exhibition and presentation activities of Samara Region Government (hereinafter – exhibition and presentation activities) are divided into following main types:
- by functional features:
exhibition activities, including exhibitions, fairs, showrooms, assemblies, business expositions;
presentation activities, including business forums, commercial missions, presentations, conferences, business trips, meetings, interviews and negotiations;
- by originator status:
activities, performed by decision of President of Russian Federation;
activities, initiated by public authorities;
activities, initiated by Samara Region Government;
sectorial or other exhibition and presentation activities within exhibition and presentation schedule initiated by Samara Region public authorities, Chamber of Commerce and Industry of Samara Region, business associations and organizations of Samara Region;
- by global status:
global activities, including exhibitions on global level, global presentations, foreign in-country exhibitions with participation of subdivisions of ;
Russian, interregional and regional activities;
- by territorial status:
activities, performed on the ;
activities, performed on the territory of foreign countries;
- by time status:
regular;
periodic (once a year or more frequent);
single.
2. Exhibition and Presentation Activity Commission under Samara Region Government
2.1. In order to organize exhibition and presentation activity jobs, a Commission is organized under Samara Region Government (hereinafter – Commission). Commission is a continuing body, that carries out overall coordination of development of this class of activity and creates annual and quarterly schedules of exhibition and presentation activities.
2.2. The Commission includes the Commission Chairman, Deputy Commission Chairman, Executive Secretary and Commission Members. The Commission is headed by vice-governor – First Deputy of Samara Region Government (by position). The Commission members must be approved by the order of Samara Region Government. Organization and technical support of the Commission’s activity is implemented by the Ministry of Economic Development, Investments and Trade of Samara Region (hereinafter – the Ministry).
2.3. The Commission meetings are held as required, but not less than once a quarter. Within the time period between Commission’s meetings, the exhibition and presentation activity of Samara Region Government is performed by the Ministry. The Commission’s meetings are considered legally qualified, if more than a half of Commission members are taking part in the meeting.
2.4. The Commission functions are as follows:
- analysis of results and elaboration of potential development of exhibition and presentation activities of Samara Region;
- determination of preferred directions of development of exhibition and presentation activities of Samara Region Government for next period;
- generation of exhibition and presentation activities schedules;
- determination of the need and amount of financial support by Samara Region Government to companies, that participate in exhibition and presentation activities.
2.5. The Commission has the right to review any other issues, related to development of exhibition and presentation activities in Samara Region. The Commission has the right to invite representative of Samara Region state authorities and to its meetings, as well as other organizations and individuals according to Commission’s agenda.
2.6. The Commission’s decisions are approved by simple majority of votes of members present. By results of Commission’s meeting, meeting minutes are drawn up, which is then signed by the Chairman.
3. Exhibition and presentation activities schedule and the organization procedure
3.1. The list of exhibition and presentation activities is determined during organization of annual and quarterly activities schedules, drawn up by Commission, considering the proposals of Samara Region state authorities, Chamber of Commerce and Industry of Samara Region, business associations and organizations in Samara Region.
3.2. The annual activities schedule is a list of marginal data of amount of financing by relative sections of annual schedule with attached preliminary schedule of exhibition and presentation activities. Quarterly schedule of activities is a itemized list of specific exhibition and presentation activities, that are financed within the marginal data of amount of financing of annual schedule.
3.3. Annual schedule of exhibition and presentation activities for the coming year is generated by the Commission on the basis of strategy and medium-term program of socioeconomic development of Samara Region within the timeline up to December 1 of the year, prior to the scheduled year.
3.4. Quarterly schedules of exhibition and presentation activities are generated by the Commission within the timeline of up to 20-th of each month, prior to scheduled quarter. Changes may be applied to the annual exhibition and presentation activities plan as required, but not later than one month before the anticipated date of the activity start.
3.5. Suggestions to the quarterly schedule of exhibition and presentation activities must be submitted to the Commission by persons concerned within the following timeline:
- for activities, carried out on the – not later than in a month before the quarter when the activity is carried out;
- for activities, carried out on the territory of foreign states – not later than in three months before the quarter when the activity is carried out;
3.6. Proposal on carrying out of an activity must contain the goal, exact date and place of carrying out, and the related information and analytics. If necessary, the Commission and the Ministry have the right to request the opinion of sectorial bodies of executive power of Samara region and other organizations on the feasibility of participating in relative activity.
3.7. The schedules of exhibition and presentation activities prepared by Commission, are submitted to the Ministry to organize them.
4. Procedure preparation and carrying out of exhibition and presentation activities
4.1. Organizational and technical preparation and carrying out of exhibition and presentation activities, including materials and logistics support and participation in business program is provided by organization, selected according to the law of Russian Federation on placing orders for commodities supply, carrying out of jobs, rendering services for state needs (hereinafter – the Operator).
4.2. Interaction with operator in the area of managerial and engineering support and carrying out of exhibition and presentation activities and concerning other issues is performed by the Ministry in terms of the concluded state contract.
According to the concluded state contract the operator has the right to do the following:
- request and receive information from executive branch of Samara Region Government related to the carried out activity;
- to present proposals on the cost estimates for preparation and carrying out of a specific activity.
4.3. Cost estimate for specific exhibition and presentation activities is approved by the Commission Chairman after submittal by the Ministry, taking into account the Operator’s proposals.
4.4. Informational and analytical materials on carrying out of exhibition or presentation activity are presented and updated by the Ministry on a regular basis in the Internet on the sites of Samara Region Government and the Ministry.
4.5. Preparation of informational and analytical and other data, necessary to establish participation in exhibition or presentation activity of Samara Region Governor, press coverage of exhibition and presentation activities with participation of Samara Region Governor is fulfilled by the relative department of Samara Region Government.
5. Summarizing the participation in exhibition and presentation activities.
5.1. According to results of the carried out exhibition or presentation activity, the Operator, in accordance with the concluded state contract, prepares within 10 days a report, containing the relative information on organizational details of the carrying out process, the agreements made, decisions taken, instructions and jointly concluded documents and then submits this report to the Ministry.
5.2. The Ministry carries out storage of whole documentation, related to the exhibition and presentation activities.
