The launch of a digital platform for working with appeals of entrepreneurs zabusiness.rf
To create a digital platform for receiving business complaints, President of the Russian Federation Vladimir Putin instructed the 2019 Federal Assembly in his message. The main objective of the Internet resource is to provide entrepreneurs with an additional opportunity to report facts of unlawful pressure or attempts to seize property.
The new business service was developed by the Agency for Strategic Initiatives with regulatory support from the Ministry of Economic Development of the Russian Federation. Using the new service, complaints will be organized on issues under the jurisdiction of the Ministry of Internal Affairs of Russia, the FSB of Russia, the Prosecutor General’s Office and the Investigative Committee of the Russian Federation. The key tasks of the work are to reduce administrative pressure on business, primarily from the side of law enforcement agencies, protect the rights and legitimate interests of persons engaged in entrepreneurial activity, increase the transparency of the activities of law enforcement agencies, and establish new standards for the work of government bodies with appeals from entrepreneurs.
At the first stage of working with the new resource, the entrepreneur’s complaint will be sent to the moderator, who will review the entrepreneur’s personal data, analyze the appeal text, request clarifying information, if necessary, and forward it to the executor - the Ministry of Internal Affairs, the FSB, the Investigative Committee or the General Prosecutor’s Office.
When the answer is ready, the entrepreneur will receive a notification about this by e-mail and will be able to assign one of two statuses to his appeal: “problem resolved” or “problem not resolved”. If the user selects the latter, the moderator will advise him "on further steps in accordance with applicable law." Along with power departments, business associations will also consider business associations: RSPP, RF CCI, Business Russia and Opora Russia, as well as the business ombudsman and the Association for the Protection of Business. When forming a request, users will be able to add them to the list of message recipients, however, there are no active actions regarding applications from business associations.
It is planned that in the future the platform will be integrated with the State Services portal.
“At the regional level, we assist the Agency for Strategic Initiatives to introduce a digital platform into the work,” said Dmitry Bogdanov, Minister of Economic Development and Investment of the Samara Region. - At the same time, they have already expressed a proposal to supplement the functionality of the digital platform, including the possibility of sending business appeals not only regarding criminal prosecution, but also regarding inspections carried out by other regulatory and supervisory authorities: Federal Tax Service, Rospotrebnadzor, EMERCOM, FAS, etc. ".
