The development of clusters – is the prime trend of regional state
policy, aimed towards increase of competitive ability of economy branches,
development of technological and innovation potential. Samara Region – is the
first region, that started using cluster approach to social and economic
development. The strategy of social and economic development of Samara Region
until 2020 was also developed using the basis of cluster approach. The dynamics
of economic growth cannot be imagined without effective collaboration of the
economic agents on the basis of strategically significant projects, high
innovation activity and further development of innovations. The key concepts of
a cluster are: concentration, integration, cooperation and competition – together,
they provide synergic effect, when even competitor organizations raise the
efficiency, exist and develop within the same cluster.
